I am a fairly new seller, can someone explain how it works? who is covering the discount - me or ebay? If ebay how does that work?

As a seller, you do nothing. Buyers use the coupon and Ebay covers the coupon amount.
You get all your money, buyer saves 15% which Ebay covers.
Ebay wants to try to boost sales before the end of the 2nd quarter which is tomorrow.

Ebay wants to try to boost sales before the end of the 2nd quarter which is tomorrow.
OK but what was the reason for the promo last week or the week before or the week before that or the one that they handed out in May or April which were nowhere near the end of a fiscal quarter?
Obviously the reason for these discount offers is to increase sales and bring in new buyer, there is no other reason to do them but since they have been offering variations of these almost weekly for the past few months I doubt it has anything to do with the upcoming end of the quarter.
There is a similar one in the US in conjunction with the July 4th holiday.
It's just as likely that they have taken the money they were giving out in TRS Plus discounts which were not really doing anything except going into the pockets of the sellers who received them and instead giving that money to buyers in hopes of generating sales.

Wish my sales would increase with these promos. I don't take advantage of these promos for myself either. If I don't sell much then I don't buy much. Happy you had a good selling day.

June seems to have a lot more promos than the other 2 months of the quarter.
The general purpose buyer promos I have noticed this quarter were:
June 29 - 15% off
June 27 - $15 off (Canada only)
June 21 - $15us off ($19.94 Canadian off)
June 06 - 20% off
May 17 - $15 off (Canada only)
May 04 - 15% off
couldn't find any for April

This is precisely the reason. User growth is not where it needs to be so costs have and will be increased in order to fund marketing activities. Money is being thrown at affiliates, influencers, and buyers with the notion it will drive user growth.

The July 4 promo is a selected seller promo -- the sellers cover those discounts not ebay.

These are two different types of promo.
The discount cost for a general promo (like the June 29 flash sale) comes from eBay's pocket (which comes from fees).
The targeted promo discount comes from the selected Seller's pocket.
