Buyer is in a country I don't ship to

One of my listings just ended. I specified in the shipping options that I only ship to Canada or the US. The winning bidder ended up being located in Brazil, and they want me to calculate the new shipping cost and just mark it as USPS International. I don't want to ship to Brazil as I am wary of scams. I tried to cancel the bid but I can't do that since the listing has ended. What should I do?

You should set your country preferences correctly.

Go to this page;

http://cgi5.ebay.ca/ws/eBayISAPI.dll?ExcludeShippingList&guest=1

And exclude all countries except Canada and the US.  Click on the box that says "apply to all current listings"

For your current problem, the only way you can get out of it is to go to your Paypal account, click on "Profile" and check off "exclude buyers who have accounts in a foreign country" (or words to that effect.)  This will also exclude buyers from the US, so don't do it if you have a US buyer.

After 2 days, file the UID, close it after 4 more days, change the profile back.

I don't know what the item in question is, how you're shipping it or its value, so my response is going to have to be pretty general.  I don't think you have any greater chance of being "scammed" by a Brazilian buyer than you do a Canadian or American one.

The problem that Brazil seems to have is slow clearance of letter mail items (i.e. Canada Post small packets, USPS First Class International) in customs.  Those stories of Brazilians filing claims that they haven't received their items?  Well, those Brazilians most likely didn't receive their items at the time they filed their claims.

If the nature and value of your item warrants it, you may want to quote Xpresspost to your buyer and see how he reacts.  On the other hand, what do you mean by "mark[ing] it as USPS International"?  Do you think he may want the item sent to a U.S. address?

If the item is used, Brazilian customs won't allow it through, so that, too, might give you an easy out.
