Buy is saying that they couldn't choose their location on shipping. They say they are willing to pay shipping post checkout. I have no problem shipping it out for them this way but am wondering if this is some sort of scam and if not what is the best way to get the money from the buyer.

This is for one of the recently ended auctions? The buyer won't be able to pay for the purchase at all unless you send an invoice with a shipping cost to their country. Then they can pay through eBay. It isn't a problem to do that unless the buyer is asking for your Email address or a cell number so that they can send you the payment. If they ask for either than they are probably planning on sending you a fake 'you've been paid' email.
Where is the buyer located? Is this for the $500 item?

The cost of shipping to the USA or to Canada shows nicely on that VERY high risk item.
But if your buyer is overseas he had to ask you for the shipping cost.

Choose a service that uses AIR MAIL (Surface is too expensive) and allows you to insure for the full value. At a minimum choose ExpressPost International which demands Signature Confirmation of Delivery*.
In addition to pjcdn's warnings about texts, if the buyer wants a cheaper service, ask if he would prefer to cancel since this is what shipping will cost. No discussion.
With more experience you will learn that most people are honest, but new sellers in high value/high fraud categories are red meat for scammers.

*EBay only requires Signature if the value of the shipment is over $750, but this is for your protection, not the buyer's and not eBay's.

You can send them an invoice that way.
I don't understand why they would want to Paypal you the extra shipping. Either they can checkout because you have a shipping option set for their country, or they cannot checkout at all until you send the invoice with shipping for their country.
It would make me suspicious that maybe they will put in a US or Canadian address to circumvent the checkout, and ask you to ship to a different address somewhere else. (Which would be a scam)
When you send the invoice, you need to be careful with the service you select when sending an invoice. The reason is the delivery estimate will determine when they can open an INR case. If this person is in somewhere that it will take 30-60 days to get their item, and you choose a service that gives a shorter estimate in eBay's system, the buyer can open an INR case while the item is still in transit.
So in short:
-Send an invoice. Choose a service with an appropriate delivery estimate.
-Only send to the address on the invoice. Do not accept an additional payment from outside eBay. Do not send to a different address.
-If the total is above $750 CAD (Including tax+shipping) you need to use a service with signature confirmation.
-If they do not pay after you send the invoice, cancel due to non-payment. Block. Move on.
