How do I do that? Obviously I want to do it through eBay, do I just remove the postage and tell them to bid?

Have the buyer commit to buy then send them an invoice. You might want to make sure the listing does not require immediate payment. Cash payment is still fine as far as i know.
Once the buyer has picked up the order and paid in cash you would go to the Orders page in Seller Hub and open the Awaiting Payment page. On the drop-down menu next to the order in question you would select "Mark as payment received", a dialog box will open with a few choices as to what form of payment was received. Once you have manually marked the order as paid you would then open the Orders awaiting shipment page. In the drop-down menu next to the order select "Mark as shipped".
As I have not done one of these for a long time I'm unsure if a buyer has the ability to claim non delivery in these situations. You would have no parcel delivery confirmation to fall back on. I know ebay has an electronic means of doing this at the door now but I don't know how that works.

if pick up is ok , with you, you tell them to buy it, then you send an invoice with zero shipping, and local pick up.... Once they come and pick up the item, you click on payment received, then you click shipped. The buyer should then leave you positive feedback, acknowledging the pick up.. then you leave feedback..

It has been years since I last did this.
If the listing's shipping details are edited to include "allow pickup" prior to purchase wouldn't that allow the buyer to choose free pickup as their shipping choice?
Or do some buyers not see or understand how to do that, thus the send invoice back and forth.

I'm not sure about the why's or the wherefores but when creating some listings it can be an one or the other situation(Pick up vs Shipping). Other times you can include it to a listing no problem. Final And...Sometimes you can add a handling charge for pick ups. Other times, no way Jose. It's possible its category driven or listings created previously where its grandfathered in. I've been trying to interpret a rational explanation for years and had no luck. The buyer can pay the normal Paypal ways or cash on arrival, you just check it off from the drop down in Sellers Hub and it's a done deal. I've had situations in the past where it was not offered in the listing and had to cancel the order and recreate for the specific buyer to make things work properly.

Because I sell on .com, I can't offer local pick up as that would be for US buyers. She wants to pay with cash, but I don't think that is possible. I think offering the free shipping and asking her to pay would be the only option.

She hasn't actually purchased yet?

Let her know what city in Canada you are in.
Tell her that you can arrange pickup, but if she is not in Canada she would have to be quarantined for 14 days after crossing the border and possibly again when she re-enters the USA.
And that to cross the border she will need her passport.
If by some random chance she is in your area, remember you are in charge of shipping and that includes pickup.
After she has purchased suggest a coffee shop where you are known and give a window during which you can be there.
I did do a pickup this Spring and the customer passes my house on her way home, so we just handed over on the porch. This was actually the easiest pickup I have ever done.
Most of the time it is actually cheaper and faster for the delivery to be by mail after scheduling. gas, and personal time are

She decided to purchase and pay the shipping, I explained that it would be cheaper than paying the gas money to come here.
