I started my ebay account yesterday and since have listed a few products. I wanted to promote my listings to gain some initial traction but found out I am "ineligible" for promoted listings and cannot access the seller hub either. I do not have any sales yet, could that be the problem?

As it says. No promoted listings, if the Seller has no recent sales of any kind. I believe eBay's definition of recent sales is sales made in the last 90 days.
You have to do some successful selling on ebay, before you can start promoting on ebay.
