We are charged fees for payment processing by Managed Payments* on the entire payment.
This included the selling price, the shipping price, and those taxes which pass through our accounts on their way to the revenoors.
It might help to consider that if we were required to calculate the appropriate taxes for every customer, we would be dealing with over sixty different tax codes (some US cities and counties also have sales taxes) in at least five different currencies.
And then we can try to consider the fee on taxes as part of the payment processing a service charge for doing that job for us.
Probably not, but we can try.
* As did Paypal.

I thought we did pay fees on entire order BUT I just looked up one recent example in my orders and it is not the case. I compared numbers from "View Order Details" to "View Payment Details" and found the following (based on most recent sale to US):
Order Details Showed: Item Price $139.35, Ship $22.72 and Tax Collected by eBay $11.50 for total of $173.57. However, under Payment Details showed the fees were based on $150.85 (total of $139.35 item and $22.72 shipping, NOT on tax). We are of course charged tax on our fees themselves but based on this it looks like the tax amount collected is not included in fees. I checked other orders and they were done same way. Am I missing something? I thought from reading previous posts it was on total transaction but I hadn't actually looked up an order to see until now! Or am I misinterpreting my numbers!?

FVF's on a US order are based on the lowest DOMESTIC shipping amount offered in the listing or the actual shipping whichever is lower.
For that particular order your local shipping rate is $16.24

Interesting that they base it on lowest domestic even if it's leaving the country, I did not know that...I'm always learning something! I didn't work out the percentage, just looked at the summary breakdown they gave (since the original poster's question made me second guess myself).
But as to the question are the US taxes charged by eBay included in transaction total they base FVF's on, it looked (based on numbers I saw on mine) like that was not the case. Is that right? Or is it that the numbers are combined with something not shown in the breakdown they give, like the shipping difference you mention.
I have not had a Canadian sale since July 1 change (I'm taking July off!) so haven't seen those numbers yet, I thought that was maybe what triggered original question.

All FVF's are calculated using the item value + shipping* + tax chaged to the buyer.
* shipping may be adjusted to the lowest domestic shipping offered in the listing if it lower than the actual shipping paid.
Post the summary details of the fees if you want, that is the only way that anyone can see exactly how the calculations were done.
You are also Top Rated so there will be a 10% discount on the variable rate FVF's (not for the fixed fee).

I tried a couple of times to copy it here, not sure why it doesn't let me - kept getting red HTML content has been removed message, (could be because I'm technologically challenged!) but don't worry, I have no concerns for myself, I was simply trying to help with original question but perhaps misunderstood.
Thanks anyways!

Don't worry about the HTML removed.
Just click on Reply again and your message should appear just fine.
If you are worried, copy the entire message before you click so you don't lose it, and then try again.

If you are getting that html error (at least with pc) you can click on the dot dot dot tab and that will give you more tools for your message. Highlight your message and click the Tx button. That should clear the error. I've found in the past, depending on what was going on, I wasn't able to send...Too many attempts error message. Had to try later with a fresh message.
