E-check issue any advice

Buyer paid echeck it has not been 35 days and it has not cleared and buyer is not responding and I have no option to send cancellation ....

Anybody have anything as to how I can get this cancelled

You should be able to cancel it in your PayPal account, then mark unpaid in MY eBay and file the unpaid item dispute.

I had the same issue once. Called ebay rep and they told me exactly what the post above me had said.
