I've run into this problem over and over and over and over. I've continually contacted Ebay technical support about this issue and EVERYTIME I'm told they have NEVER heard of this problem. For the amount of times Canadian sellers are calling you about this issue it should be resolved.
Here is the ONLY way I've found a buyer shopping on Ebay.ca can purchase an item from a Canadian seller. You have to login to the Ebay.com website to purchase the item.
I wonder how many individuals have tried to buy something from us/you and received this message only to move on to the next seller.
Help needed with this issue.

That problem can generally be traced to the seller - not eBay or PayPal - when the wrong (or outdated) email information is entered by the seller in the PayPal payment information.
Or it could be that the seller has not yet verified his (relatively new) PayPal account or had the account suspended for whatever reason.
Next time it happens to you contact the seller and ask.

I bought 3 items on Nov.4 and was/am unable to pay the seller. To make matters worse he is not responding to e-mails.
No way am i sending cash or cheque since he doesn't respond, so i will probably get a slap on the wrist from ebay?
On a side note, 2 days later i bought 2 items from another seller, payment went thru but have not received anything yet.
He doesn't reply to e-mails and ebay says "estimated" delivery Nov.17-Dec.7. It should take 2 or 3 days delivery, it's been 3
weeks today.
On a side-side note, i have 2 buyers buy from me, no payment or contact from them. The ebay experience is going south very fast lately. (won't even start with GSP items).

Now now, no injecting any level of rationale into this. That would be unseemly and being led to saying "Little Miss Femme does not play well with others".

Okay-- let's fix those non-Payers first.
They each got an invoice either from you or eBay, possibly both.
I hope you sent them a polite reminder. I usually do this on Day Three.
On Day Four (96 hours after purchase) you can open an Unpaid Item Dispute.
Now if these guys are just slow payers that will probably galvanize them (so would the polite note of course) .
If they still don't pay, on Day Four after opening the Dispute you can close it.
You get your FVFs back, the deadbeats get a Strike, and they can't leave feedback.
Side note-- set up your Seller Preferences to automatically Block bidders with Strikes for unpaid items.

Does he offer shipping to Canada?
Most of us have FB numbers after our IDs. Does he have "Not A Registered User"? That means he has been kicked off eBay. Which may be why you can't pay him.
At any rate, you have your money, so irritating as this is, you have your money. (I'm Scottish.)
The slow package is as likely to be the postal system. It is getting to be 'that' time of year. However the delivery is given as December seventh. Today is December FIRST. It seems he picked a slow but cheap delivery service.
I normally allow 20 days for delivery from North America and 30 for delivery from Asia. Sometimes I am pleasantly surprised.

I had completely forgot about the blocked bidders option so i went and checked.. i have it listed at 2 unpaid strikes in past 12 months. Also i had never noticed this, there is a blocked bidding activity log in there! Apparently ebay had blocked 3 buyers in the past month (1 was for a country i do not ship to).
As for the sidenote... no the seller is like 3 hours from me, usually a 2-3 day mail delivery regular mail. He had also sold
a lot of items that same week so i am waiting and checking his feedback to if negs start appearing.

Old topic, same problem.
I have had this problem 4 times in the last 6-8 months as a seller. Buyers contact me stating that I am "unable to receive funds". Three of them were B-i-N auctions set to immediate payment required.
The latest happened when I forgot to set immediate payment required. In this case, $ was deducted from the buyer's PP acct and the sale appeared on my Sold list but with no payment made. The buyer had the $ in his acct, so this isn't a delay in transferring from his bank. Buyer has no unpaid item strikes and did not show up on my blocked bidders activity log. Buyer is not blocked. The buyer reported that the payment is showing as "pending" with no end. The auction is listed on the ebay.com.au site, and as you'd expect, Australian buyers. Prior to and after this problem, I sold items to different buyers in Australia. Here's the item number: 111900260814
The previous "blocked buyer" found a work-around. Instead of clicking on the B-i-N button, he added qty of 1 to cart, then proceeded to checkout.
PP and ebay support were useless. They both pointed their finger at each other. And like the OP above, they've never heard of this before.
I know about the 4 instances because buyers contacted me to help sort this out. I wonder how many other buyers gave up and went away?
Any ideas on what's causing this?
