Feedback Late delivery question

Can I a buyer successfully leave feedback if they leave the Late Delivery question unanswered or does it force the buyer to answer in order to submit the feedback?

Theey are not forced to answer the late delivery question as part of the feedback

A buyer doesn't have to answer the on-time question, but sadly for sellers, eBay doesn't tell them that!  No doubt a deliberate omission on eBay's part.
