I got in an another ID which has a limit of 100 listings, so doesn't help me too much. I would really like to have it on .com.

It looks as if eBay has now found a way to limit otherwise generous-looking promos by restricting each seller's allotment of days. On what basis they choose who gets how many days to list is anybody's guess. So they get us all excited and then say -- Sorry! you missed your 1-day window -- is that it? If so, I'm not surprised. EBay can never seem to just be up front and clear. From the terms of this promo [my bold emphasis]:
This Promotion will begin on the date specified in the message you received through email or eBay Message Center, at 00:00:01 ET (12:00AM plus one second), and will end on the date specified in the message you received through e-mail or eBay Message Center, at 23:59:59 ET (11:59PM plus 59 seconds), for listings on www.ebay.ca (the "Promotion Period").

I received the promo and although the message was likewise, it also gave the start and end dates in my "Promotional Offers" section:

not working either

This is not new. No guesswork involved.
...
That a generic promo detail writeup by eBay. Recycled and reused whenever a new invite of that type is sent out. If your account got the invite then the promotion dates would have been updated for your account. If you DID NOT get the new invite then you get the expired error message because your account still has the dates from the LAST time you were invited.
...
Was not invited for this one...

Exactly the same message you got. Darn would have been very nice. I have not had a listing promo I think for over a year.

If you don't have a Store, which gives you discounted listing, you can list 50 items Free on dotCA and another 50 Free on dotCOM.
Choose items that can be shipped LetterPost, less than 2cm thick and 500 grams , and list them Flat Rate in USD .
Your dotCA listings show on dotCOM in USD to US shoppers and your dotCOM listings show on dotCA in loonies.
For that matter both show on European sites in euros.
