What service did you use? Tracked services do have up to $100 insurance with Canada Post unless you used small packet which doesn't have 'official' tracking.

In addition to what @pjcdn2005 said, there is currently an issue where eBay isn't showing the last entry on a Canada Post tracking number (which is typically the one that says "Delivered").
Have you tried entering the tracking number directly on canadapost.ca? Does it say it was Delivered on there?

You are only "giving away your stuff for free" if the buyer is a liar. Over the years I've shipped thousands of packages with no tracking at all and only once or twice I've suspected the buyer might not be truthful when they file a INR claim.
Trading Cards seem to be something that attract the less than honest judging by the number of seller issues of all types.
Would you buy something on eBay, check the tracking after you receive it and if it's doesn't show a delivery scan immediately open a false claim? I'll assume the answer is no, same with the overwhelming majority of people.

If the buyer has opened a claim, respond promptly with the tracking number from CANADA POST not from eBay.
Even if the tracking does not show delivery.
If you need advice from eBay, use the social media, which are covered by eBay employees. The phone reps are sub-contracted, poorly trained, and have no authority.
