How can I offer free shipping top both Canada and USA?

A lot has changed over the years at eBay. I want to sell something and have free shipping to both US & Canada buyers but there does not seem to be an option for that. I don't care that I'll be losing money; I just have to clear some items out - if the program will let me...

Use flat rate shipping for your listing.

If listing on eBay.CA set the flat rate shipping amount for the USA to "0.00" -- eBay will treat that as "free" shipping to the USA.
