How can I set shipping fees by country?

I use eBay.ca because I am Canadian and my bank is in Canada, however all of my products are in South Korea. I want to set my international shipping rates to be different depending on the country. I pay very little for shipping to the US, and a bit more for shipping to Canada and Europe. I have a lot of Brazilians who are interested in my products, but it costs me significantly more to ship there. Currently I have just one international shipping price (for regular air mail) So I either have to set it quite high and lose potential customers in the US, Canada and Europe, or set it low and cut into my profit margins when I sell to Brazil.
I did a search on the topic and found some information about shipping tables, which sounded perfect, but the directions didn't seem to be for ebay.ca as the options just weren't available.
Any advice would be really appreciated.

don't think you're going to be able to do it on a country-by-country basis and the buyer's wouldn't read all that info if you did.
But you can specify flat rates for different continents bu using the "Add a service" button on your listing form, then specifying only that continent that the specific rate applies to.

The problem with this option is that North and South America are combined as 1 option. Shipping to South America costs me twice shipping to the USA. Is there anyway to get around this?

I just looked at one of my listings, and North and South America are NOT totally combined. You have one shipping option for Canada (the main one of course), one box below that for USA that you can tick off and another box for the rest of America.

Krap! I know this. I sell from Canada on dot com. I use three different flat rates. One to the USA, one to Canada, and the third for everywhere else. The everywhere else is pretty consistent within a narrow range. Europe is mostly around $9.70, for under 250 grams, and most everywhere else is in the $10.50 range. I set my worlwiderate at a simple $10.

Well, it is the same thing on .CA. 😉 I do the same thing as you do inuk, except that for me, I offer free shipping to USA and Canada and a small fee for everywhere else.

Could it be that my options are different becuase I don't have ebay store?
when I choose International Shipping and then I choose "Calculated, cost varies by buyer location" Then I choose "Choose Custom Location" I am given 11 different places:
N and S America, the USA, Mexico, Germany, Europe, France, UK, Japan, Asia, Taiwan, Australia.
If I offer, let's say 3$ shipping to the USA, and I have my domestice shipping at 2.50 for Canada, when I set a price for the North and South America option which price will people in the US and Canada see? My worry is that I will set the N and South America price at 6$ and buyers in the US will see that price instead of the 3$ that they should see. If Canadian buyers the the domestic price, US buyers see the US price and everyone else in the Americas sees the N and S america price, then that would work. Would this be the case? Is there a way to see what people from different countries see when they look at my listings?

Why not just make a test listing with a scheduled time in the future with the shipping options and experiment with what is seen. Look at the shipping options in the scheduled listing and try different countries to see what costs are shown. Since it is a scheduled listing, your listing will not be live nor will you be charged a schedule fee. Revise the scheduled listing experimenting with different shipping options to see what happens. Cancel the scheduled listing when you are done experimenting.

Don't ever choose the N&S America setting. It will over ride your US and Canadian setting turning them into International sales.
The simplest thing is to get out your South Korea Post rate listing and work out reasonable shipping. Then as suggested by inuk , list using Flat Rate.
If most of your international shipping is going to Brazil, then it makes sense to make that your normal International Flat Rate. If you feel guilty about it being too high for, say, Germany, you can give your German customers a pleasantly unexpected refund when you ship to there.

I don't have an eBay store either, and I see the same list as you do.
If you look at one of my listings, you will see a price for Canadians, a price for USA and a price for Worldwide. If a USA buyer look at my items, he will see his price and my international price. The International price will NOT override the "free shipping" I offer my USA buyers. They just see both options. If a USA buyer chose the International price by mistake, I just refund him the difference (it happened to me only once though).
