I have a buyer who didn't pay after four days, no contact since second day.
Ebay has already sent me the bill for the sale....
When can I offer a second chance to another bidder?

This was a long weekend. Give the buyer some time.

The buyer has had 12 days to reply. Zippo.
Very unfortunate that we have to wait about 18 days before offering a second chance to others who bid.
All have found other items and weren't willing to wait until September 18th to have their chance.
I think the time offered to a delinquent buyer to make up their mind is much too long.
Fortunately ebay has offered to cancel the bill they sent me. We'll see if it happens.

Did you open an Unpaid Item Dispute for the non paying bidder? You can do this after 4 days.

After 4 days (96 hours) you can open an Unpaid Item Dispute. If the bidder does not pay after another 96 hours, he gets a strike, you get your selling fees back and the transaction is void.
Now you can relist the item.
If you did NOT follow this process, and you have up to 45 days to do it, the original bidder could pay at any moment. When he does, whichever buyer, original or new, does not get the item can make an Item Not Received Claim against you. If you lose this, it will affect your seller account.
If you have not filed the UID, do so now and do not relist until it is completed.

The problem with zombie threads is that the information in them may be out of date or incorrect.
In this case the seller now has only 30 days from the purchase to open a Dispute.
