Maybe instead of packing 'loose' you should be using materials that don't allow the item to move around?
Remember that Canada Post is highly mechanized. At a seminar some years ago, a CP rep told us that any parcel could move from one conveyor belt to another with a drop of two feet between the two belts. And the next parcel falling on top of that one could weigh up to 50 pounds.
You may find it more comfortable to use a third party insurer rather than depending on postal insurance. (Although the few claims I have had were quickly dealt with by phoning customer service. Emphasis on phoning. The ladies are in New Brunswick, so right away you know they will be helpful, and they seem to have a fair amount of authority. Local postmasters have to run interference between you and HQ and the email service is surly and slow.
We use Hugh Wood International, a British company with offices in Toronto. They are specialists in collectibles. They are the insurers for the American Philatelic Society and will cover both dealers and collectors, including during travel and at shows. There rates are generally lower than generalist insurers.
There is also a company that covers one off shipments, but I always get their name wrong.

If you claims are taking 3 months it is time to get pushy ... I have never EVER waited more then about 3 weeks .. With well over 30 claims with Canada post ..
