I have a buyer in Mexico who wanted to purchase several items from me, but the package HAD to have tracking.
So I looked it up on the Canada Post website, and International parcel air came up at $48.06 Can. She said she would pay that, and purchased the items.
When I tried to print the label, the only options on Paypal were small package surface and air and light packet, not with tracking of course.
Would someone who understands what is going on here give me some help please?

PayPal shipping does not have International parcel Air as one of their shipping options.
You would have to go to the Post Office and pay there. If you have a Venture One card (now called Solutions for Small Business), you should be able to get 5% discount off the shipping cost for International Parcel Air at the counter. One of the rare times a Venture One card discount that is useful.
Mexico has International Parcel Air and no Xpresspost. Check this Canada Post chart which is very handy for looking up information on what services are available to a country with insurance coverage and weight limits.
(Please note that Xpresspost and International Parcel Air are mutually exclusive for a country. If Xpresspost is available, then International Parcel Air is not. If International Parcel Air is available, then Xpresspost is not.)

From the above document, it seems that the maximum insurance coverage for International Parcel Air is $100 and not the usual $1,000.

Mexico isn't on the list for tracked packet, xpresspost would be your next Canada Post option with tracking. You might want to check out netparcel, they offer discounted dhl/UPS rates which are quite a bit cheaper than xpresspost. I did a quick check and their rates come out around the $50 mark for DHL/UPS for a medium sized 1lb package (pricing may vary depending on options/dimensions etc as I'm not sure what you are shipping). That might be worth looking at given your current predicament. Accounts are free to sign up for. I don't personally use them but a fellow seller recommended them to me and uses them regularly for us/international shipments.

For Mexico, you will have to go into the PO or Outlet to get the proper tracking on the package. DO NOT use a courier to ship over ANY border, as their brokerage fees will make the buyer very unhappy. Most PO outlets are open on Sundays, and some even have a Monday morning pick-up, that will get your package moving to Mexico quickly.

recped: The options come up before I even put in any dimensions. I tried adding size and weight, but no difference.
poco: Thanks, International parcel air is what I found on the CP website, so I was surprised when it didn't come up on Paypal. I'll have to go through the snow and go to the post office tomorrow!

I explained about International parcel Air but what about tracking and delivery confirmation which is what you want to use.This page has information on International Parcel Air.

The page confirms that Xpresspost is not available. It also confirms the the Venture One card can be used to save 5%.
If I go to this page referenced in the above page, it says no tracking and delivery confirmation is available for International Parcel Air. See section 7, table 7.

If I check online with Find A Rate, it does not have options for tracking and delivery confirmation.
Why did you think there was tracking for International Parcel Air in your original post? When I read you post I thought it had tracking and Delivery Confirmation by the sound of your post.
This leaves you with Priority Worldwide at $97.10 having Delivery Confirmation and also Signature which shows in the Find A Rate page and in the quick country list I posted.
Mexico has a bad reputation for an unreliable postal system from what I have read in the forums on ebay.com and also from out forums (mr.elmwood had issues I believe and stopped shipping there). I think you may have trouble with any non-tracked shipment.

Oh no, this is going to be a problem. When it said that the package would be insured, I assumed it had tracking. I am not sure what to do now, the buyer has already paid, but has had problems in the past with packages not arriving.
Would Canada Post be good for refunding if the package doesn't arrive if there is no tracking?

I looked on the Canada Post support pages, and from what I found, it looks like you need tracking to claim an item that was never delivered. This might be one of those situations when Third Party Insurance makes sense.
You can ship via the least expensive method and iuse with TPI.
Of course you'd have to explain to your buyer that you weren't able to get detailed tracking as you'd hoped.
No need to fully explain that there is NO tracking at all.
IMO better to just leave it open ended.

Canada Post will unfortunately tell you to go pound sand as it were. You can opt for third party insurance through insurepost or other providers and ship without tracking, but as the buyer requested tracking you may wish to inform them that unfortunately the chosen Canada Post service doesn't offer tracking, but you could ship via courier (again I recommend checking out netparcel) but that they may incur brokerage charges. Depending on the buyer's response at that point you may decide to ship without tracking or mutually cancel the transaction.

Thanks for the help. I told her that I would go to the post office tomorrow and ask about it, then I have to write and give her the option of either shipping without tracking, or refunding and canceling.
How do I do that without incurring defects? Do I ask her to request to cancel?
I feel really bad about it, she sound like a really nice lady, and we have had good correspondence.

If the buyer agrees to cancel, then you can just select the cancel order option from your sales record, then select there is a problem with buyers address/buyer asked to cancel option. You will not incur a defect and the buyer will just have to accept the cancellation to complete the transaction cancellation.
Is there a reason you don't want to provide the buyer with the courier shipping option (assuming you are close enough to a drop off point for the respective courier)? If they really want the item they may not mind the potential of a brokerage fee and the shipping is in the same ballpark of what you quoted them already.

To cancel an order now and get a final value fee credit, click Cancel order below and select the item you want to cancel. We'll verify if your item is eligible for cancellation.
You can cancel an order within 30 days if you can't complete the sale, or if the buyer contacts you to request a cancellation. You'll receive a final value fee credit when the cancellation is complete.
If the buyer already paid through PayPal the refund will be automatic. If the buyer used another payment method, refund their original payment method first. In cases where the buyer didn't use PayPal, they'll have to confirm they received the refund in order to close the cancel request.

I thought about using Third party Insurance and using Small Packet Air too. But the OP and buyer agreed to tracking to avoid the package being lost.
From 48 to 97 to get tracking. Maybe go with Priority and tracking and split the $50 difference.
Because Mexico has such a bad reputation, I blocked them from the day I started selling.
I found it interesting that third party insurgence U-Pic and Insurepost cover Mexico. They were not covered for a long time from what I remember. I noticed a year ago that they both cover Mexico. I was updating my spreadsheet of countries I will ship to (made this list 5+ years ago) and I use U-Pic and Insurepost list of countries they ship to to help make up my personal list of countries I will ship to and then reduce it down. That is how I noticed that Mexico was added.
Maybe Mexico is better now. But if the buyer asked for tracking, they must know their postal system is not reliable.

I'm surprised that insurepost includes Mexico too. If you get insurance through Auctiva, Mexico is not included. I'm not sure who runs their insurance program now but at one time it was shipsurance which is the same company as insurepost.
I've had bad luck with Mexico. I've now blocked it on listings for one specific brand name as both items I've sent there in the last year didn't arrive.
