It is MY choice to leave feedback after a buyer has left feedback..
and I wait atleast two days or more allowing time for a low rating to show up....
There are also times when it is BEST not to leave feedback for a buyer..
There have been times when feedback was left too quickly for a buyer... leaving one feeling cheated.... by what the buyer left as a rating
Not leaving feedback is the only way a seller can express a measure of dissatisfaction with a transaction...
Unfortunatly some buyers leave feedback very close to Day 60 after a transaction

And there is the rub. Ebay essentially instituted the DSR's to show potential buyers what kind of seller they might be buying from. I don't disagree. But those ratings are at a glance, and takes no time whatsoever for a buyer to make an informed choice. On the other hand, a seller has to do a lot more exhaustive research, comparitively speaking, when it comes to buyers. Busy sellers will not have time to do this. Hardly fair. There are always two sides to the coin. Ebay has taken the "If there are no buyers, sellers disappear" approach, but the opposite is the "If there are no sellers, buyers disappear" viewpoint. Both are, IMO, equally valid, and that balance is necessary.

The OP is not about whether or not the buyer or seller should leave FB first.
I have an opinion on that issue and others do as well.
That discussion has been going on for over a decade and no one is going to change anyone else's view on that issue.
............... So why try?.....................
The OP is about a seller who it taking on a buyer and getting into a POWER struggle with the buyer.
That is always a bad idea.
There could have been a number of exchanges leading up to buyer threatening the seller with NFB.
That's not a given but it is almost always the case.
IMO the OP ............. is a clear case of "Nobodies Right if Everybody's Wrong."

The buyers part of the tranaction is over once the seller has received cleared payment.
Why not give the buyer feedback at that time if you are going to give feedback at all.

The transaction is over when the buyer receives what has been purchased... and can then say
I am Happy.. and leaves feedback
or .....I am not happy. and now the the seller has to respond
The transaction is not over until the buyer is happy.....

I leave feedback upon payment, my choice, some sellers don't, their choice.
What is the arguement ? In the Grand Scheme of Things, does it really make any difference ?

No one should be told they have to leave feedback, or else. That is feedback extortion as you would call it. Feedback is an option, and a choice. Some people don't participate in it, and some find it mandatory. Feedback for buyers is a joke, and is not all that important. I wouldn't leave feedback because they told you so. I leave feedback when the customer recieves the item and leaves me feedback. I do not bother otherwise, it's the way I deal with it, nothing wrong with that, it goes both ways. Just because a customer buys something and pays, doesn't mean they are a great buyer, it's the outcome that represents the buyer. We can't even reflect our selling experience with buyers anymore, so better to not leave feedback at all.
