If I sell an item outside of Canada, will 13% be added to the costs

I would like to sell a highly valued item on ebay.ca.  When I sell the item will 13% be added to the final costs to buyer if I sell outside of Canada?  Or, will this just be added to the final value fees and costs to buyer if I sell in Canada?

The tax is NOT charged by eBay on the sale. The buyer is not charged tax by eBay.

The taxes eBay collects are on your selling fees (all the fees). If 10% FVF, then tax of 13% is 1.3% of what the buyer paid.

If you are registered for GST then the tax is an ITC (Input Tax Credit).
