It's like trying to swim in molasses

I hit "print shipping label" just to SEE a ship-to address so I can do a cut-paste label, nothing more, I don't want to go to the postal system and print it.  So I get told to go to shippo.  To heck with that.  So I go to go on paypal to see it and I get a request for a phone "security check" even though I've signed on to paypal (literally) 1000 times from the same computer, and the same I.P.  Why his torture?

You hit "View order details" if you just want to see the ship to address.

"Print shipping label"  means BUY and print the SHIPPING label.

It is not for printing an address.

PayPal and other organizations have stepped up security measures in the last while to try and cut down on the number of scammers stealing money.

'View Record' or 'Print Shipping Labels or Invoices' will give you the address you seek. The blue hyperlink that says 'Print Shipping Label' takes you to Shippo and Shippo only. The rest leaves you in-house with ebay as the other posters have said above.

if you are just using it to copy and paste i would recommend, doing that right from the paypal email of payment received .. there you can copy and paste the address as well as the item description. Saves me a lot of time..
