Undoubtedly.
With Offers you can refuse, accept, counter-offer, or ignore.
This same account has messaged me, offering to pay extra shipping, given me their number so they can ask more questions and wants me to ship it to their cousin in Ontario.
Pretty definitely.
It's the phone/text that is a giveaway.
The "extra shipping " is another since usually buyers are looking for a shipping discount.
BTW- shipping is the hardest part of online selling.

EBay brands itself as an Auction site, but in reality, over 85% of transactions are Fixed Price. And those few Auctions also often opt for a Best Offer or a Buy It Now choice.
It's usually a Bad Idea to start selling with high value/high fraud items.
And with china, with fragile items.
5 minutes late my first item was bought, still have yet to receive payment.
If the payment is not made by Day Four (after 96 hours, it's precise) you can open an Unpaid Item Dispute and end the transaction. If you were watching closely, you may already have opted to have eBay do this automatically.
If you just joined yesterday, do you have your Managed Payments account set up yet?
Without that, eBay cannot transfer your (eventual) customer payments to your bank.
You need a chequing account with a Canadian bank and another piece of ID. I used my passport and DH used his driving license.

If selling with fixed price, tick the box beside "Require immediate payment with Buy It Now". No need to wait for payment, or be gamed, with fixed price.

Personally I use older mint postage stamps from my stock, but you can also buy these on eBay at 10% to 20% off face value.
When you use eBay shipping, on some services you get a 4.9% discount* from counter prices. Most of the services offered are Canada Post.
Generally Canada Post is the cheapest service. Cheap enough that UPS and other couriers sub-contract to CPO for shipping to isolated and even rural addresses.
If you use Calculated Shipping on your listings, the fee your customer sees is not the fee that you pay, which will include any discounts.
* You need a Solutions for Small Business card for this. https://www.canadapost-postescanada.ca/cpc/en/business/small-business.page? It's free and anybody can get one.

From your listings it appears that there may be a ChitChats in your area. For most items, they provide a significant saving on shipping to the US and often to Canada as well.
