I have tried to print Paypal label today, but no matter how many times I refresh the page, or start fresh, it won't print. There have been so many problems with Paypal in the last few months, this is costing sellers money.

Last night I held my breath and crossed my fingers, and got a Paypal label (Expedited USA) to print, but it was slowwwww.
I decided to go in through the button on my Sales Record, rather than directly from the Sold Item page -- I don't know whether that really made any difference or if it was just a lucky break, but you might want to try that.
Or try accessing the labelling directly from within Paypal itself (i.e. get out of eBay completely and use the Paypal transaction screen). I've had that work for me on a couple of occasions earlier this year when I couldn't get the label to print through eBay no matter what I did.

I was going to post here saying it's back up but now I'm just going to forget about that until it is actually up for at least a whole days worth of printing labels, as I printed 3 labels in the last 10 mins and now I got the error again.
This whole paypal shipping label situation is getting ridiculous. I think it's even worse when it goes up and then down again as it wastes even more time. The fact that there is now status page for support showing what is the status of paypal shipping if it is up or down or currently experiencing errors etc. Somewhere we could do to read about what is being done about the problem rather then just sitting around and hoping someone is actually working on it!
Maybe starting some kind of online petition (like I have so much free time for that, not!) demanding that more be done to keep this system running properly and more to be done to give us page with a status report!

I think paypal needs to demand that Pitney Bowes provide this kind of page for them and for there customers as part of the contract. The question is do they really care??? My guess is probably not..

I did some testing side by side and I can confirm this problem has nothing to do with eBay. The reason I know this is I went to print a label from eBay the usual way and got everything all set to the very last step where the price is quoted and you would click print label. Before doing that, I opened another window through Paypal only via www.paypal.com/shipnow where you can print a CPC label to ship to any address and still get the paypal discount and got it to the last step and then when they were both ready to go I clicked print label on the eBay pregenerated window and got the error....
We are not able to generate your label at this time. Your PayPal account was not charged. Please try again later.
Then on the other window with the manual label I hit print about 1 second later and got the same error. So that rules out it being anything to do with eBay.
In my opinion it's just Pitney Bowes servers that are messed up as is the problem 99% of the time there are issues with this **bleep** printing system.

I made a post on the Paypal Community help forum I found just now. Everyone who is concern please go to the post below and make a post if you agree something needs to be done to this system to make it better then it currently is! It's long over due!

I suspect that the ship/now site is still associated with ebay as you receive the exact same discounts that you do on ebay.
The whole thing is very frustrating but it is super frustrating to not realize the label will not print until after you submit all the info...then you have to submit it all again..and again...

I've had no problems with labels these last bunch of days that others have.
Using FireFox....I wonder what the deal is.

I just asked about it in the weekly section and they said it was "a Global issue affecting some sellers intermittently" and they are fixing it asap. But their definition of asap seems to be different than most peoples definition of it.

Well it goes up and down so it's likely when you tried print it was a time when it was working. It has nothing to do with the browser you are using as I have tried, chrome, firefox, ie, etc and when it's down it's down.

Not Ebay problem. If you try to print your label directly from PayPal (not associated with any transaction), you get the same message.

Now on day #4 and just tried again and it's still down! Ridiculous! Would be so nice if a rep from eBay or Paypal could respond with some concern.

That's great it worked for you when you tried. I am just starting todays orders and looks like I'm going to be wasting time copy/pasting names and addresses through Canada Post all day again! Now we are on to Day # 5. Thanks eBay/Paypal for caring!

I generally have few trouble with eBay and PayPal. I use FireFor as my main browser but I do have other browsers installed as alternatives in case of issues. I never needed to use another browser for a couple of years now. I do check my listings in the other browsers occasionally to make sure the other browsers are working.
I do have free CCleaner installed which is a very highly rated free tool to clean a computer cache and cookies and more. I run it when my computer starts and run it whenever I end a browsing session. I have done this for years with little eBay and PayPal issues.
Most likely this post is of little use to you. But since you have had issues constantly for the past days while others have less trouble, there might be something on your computer.
I also noticed the eBay announcement last Thursday about the eBay and PayPal maintenance. There is always a weekly announcement for eBay maintenance but having PayPal maintenance was unusual. I did notice that PayPal look and feel was different after that day.
I hope you can figure out something. PayPal shipping for eBay.ca using canada post seems to be a low priority for eBay and PayPal.
I appreciate your concern and suggestions as I doubt it is a cache or cookies issue because I finally started to print labels again around 2:30pm after the Canada/USA hockey game ended. I was using firefox and had not restaretd it or rebooted my computer and I was actually able to print about 5 or 6 labels without any issues with Firefox. Then all the sudden the error started happening again. So I tried this label again with firefox. Same issue. I then tried the same label with Chrome, no go same error. Then tried with IE latest version. Same error. Then tried the Opera browser even and again same error. So that's 5 times with 4 different browsers and no go. It's an intermittent server issue I'm quite sure based on that.
Today I noticed if you look the paypal transaction it shows the errors. See below..

I re-started, I tried IE, tried Firefox, exited Paypal, made one label, that was it.
CP decided to get in on my act. I moved seven months ago. Looks like "my profile" reverted back to my previous one, after I changed it, CP changed it, now the guy today changed it again:
"No, that is not the address on here"
"No, that is not the phone number on here"
"No, that is not the email address on here"
CP Peggy changed all my info, backed all the way out, went all the way back in. He believes it took hold, this time. So, I am waiting for supplies that we are pretty sure might come.
Paypal has a "service ticket" in for the Paypal shipping not working. I hate the phrase "service ticket". What does that mean: "Yeah, we know about it and we aren't gonna do anything".
So, I had to re-learn how to fill in a label by hand, jerry-rig label holders from plastic wrap, actually pay the PO for postages. Ladies behind the counter were laughing at me.

I had the same mess one week ago. 4 attempts - STATUS: FAILED. 5th attempt: OK.
This not any browser or cache error. We all have the same problem. The issue in on PayPal side.
