Hi eBayers! I have a question as a new seller how can I get the shipping paid for by PayPal as it says it does I printed a few labels and got charged to my bank account directly am I missing a step here?

Using pending funds to pay for shipping
If you print shipping labels on eBay (Canada Post domestic or First Class international), up to $15 of your buyer's funds will be available immediately to cover shipping costs for any order less than $50. For any order with a total cost that exceeds $50, up to 30% of the funds from your buyer will be available immediately to cover shipping costs. If you print shipping labels on PayPal (UPS or Canada Post), you'll need to pay for shipping when you print the label but the reimbursement will be deposited back to your PayPal account within 24 hours.
If that isn't working properly, you might want to phone Paypal about it. Once you sign into your account there is a 'contact us' link at the bottom of the page.

Did you have a sufficient balance in your Paypal account at the time? If not, the label payments will get sent through to your bank account, although it is still being processed by Paypal.
Also, check your preferences on the Paypal site -- it may be you've specified that debits/payments are to come out of your bank account, rather than your Paypal balance.

Hello he buyer did pay so he PayPal balance was ok Im not sure where to find this preferences on PayPal

Well actually PP does not pay for shipping.
PP will take the cost of shipping from your balance, or your bank accout, or your credit card.
The shipping cost may be discounted from 5% to 18% off PO counter prices.
They then allow you to print a shipping label.
But you are still paying for the label from your money.

Right How do I get it to take it form my PayPal balance and not my bank account or credit card? frustrating!!!!! aaaaarrrggggh!

As alluded to above, If you have funds in your Paypal account, Paypal will always draw from there before any other source (CC or bank account). The exception of course being is when your funds are frozen.
