I have tried to print Paypal label today, but no matter how many times I refresh the page, or start fresh, it won't print. There have been so many problems with Paypal in the last few months, this is costing sellers money.

Took me a few trys today.Eventually it worked. But very frustrating!!!!!

I think they FINALLY fixed it! Only took a week. I noticed last week that the actual problem appeared to be with Small Packet Airmail only or at least that's what I use most and was getting the problems with. I say this because I tried to print some labels at the same time to Canada via Expedited Parcel and they worked fine. Then went back to the SP Airmail and it error-ed again. Then went and did a USA Expedited parcel and it worked fine. Back to the SP Air and no go. So that is why so many were reporting it was working for them and not for me. They likely weren't doing SP AIR International like I was.
Anyway today all SP Air Int. have been printing fine.

The shipping label don't print again.
They charge the amount, but the label does not show up and it throws an connection error in the frame.
The connection on my side works just fine. I run the latest updates on Java, Flash, etc.
Tested printing in Mozilla and in Internet Explorer, both brower show the same problem. It is just frustrating to see how the fees are going up, but the quality of PayPal and Canada Post is going down.

Can't seen to find this "ship now" anywhere on the paypal site but clicking the link you posted takes me there as long as I am already logged in with another browser window. Is there something I am missing or am I just blind?

I have never found a menu option in PayPal for shipnow for years. The easiest way is to login to PayPal and then use the link as you are doing. Maybe someone else knows how to find it. I have tried but gave up.

Why do I not see anything about this problem on the .com community board, is this just a Canadian issue?

This is probably Canada Post issue, so doesn't concern the US side.
I still get sometimes an error, but since a month I was able to print about 100 labels. One of them also using the famous "shipnow" link.

Using Firefox, worked for me yesterday but back to not working today.

eBay.com has their own shipping labels built into eBay and is used by a lot of sellers. It is not implemented the same way as PayPal shipping on eBay.ca. I do not know if USA sellers still use PayPal shipping or if most have moved to eBay labels.
The eBay.com shipping labels use a programming language called Java to program the shipping labels. Every time Java is updated, it seems to break eBay shipping labels and takes days to fix. Then there is a rash of complaints about eBay labels. We do not have that problem which occurs every 6 months because we do not use Java in our PayPal labels (as far as I know).
Issues with eBay.ca PayPal shipping labels takes forever to fix and some (many?) are not fixed when pointed out. The number of PayPal shipping labels users is small and there are four entities involved, eBay Canada, PayPal, Pitney Bowes (programming) and Canada Post. eBay Canada management in the weekly sessions seems to always push off PayPal shipping label issues as being PayPal's problem. We have a voice in these forums to eBay Canada management about eBay.ca problems but no voice in PayPal to push issues. Individual calls to PayPal by individuals are just not strong enough to get things fixed.
Sellers find temporary solutions such as changing browsers which is fine as a temporary solution but an issue needs to be fixed. But why has Google Chrome issue with printing small labels not been fixed after almost a year? It is a supported browser on eBay.ca Canada and PayPal Canada. So Chrome should work!
Remember the implementation of PayPal Tracked Packet last year in March being programmed into PayPal shipping labels incorrectly and taking weeks to fix? And then breaking Expedited Parcel for a couple of weeks while working on the Tracked packet issue! And there are still issues with Tracked Packet not working sometimes. Very poor support for PayPal shipping labels.
Sadly there are not enough users of PayPal Canada shipping labels on eBay.ca for anyone to take notice of us. This topic has been replied to by about 10 sellers. Wow, that seems to indicate that the current issue is not big. Even if the lurkers who read and do not post replies are 10 or 100 times more, still not a lot of sellers apparently impacted.
And then there are all of the issues with eBay Listing form doing minimal checks for valid data input for the shipping services offered in the Sell Your Item form. This situation has gone on for years. Form members (like me and others) who advise sellers who use the listing form to know their shipping services is after the fact help. The listing form should do a lot more checking and prevent sellers from making many simple common mistakes. That is what computers and programming are for. To make things easier to do.
Sorry for the long post and partial rant. I just get tired of the same issues all the time. I will send a message to Kalvin at eBay and give a link to this topic. I will try to bring it up in the weekly session next week but I have been missing the weekly session a lot recently. So if I do not post it there, someone else do this. And we should post this issue every week to the weekly sessions. Maybe some pressure to eBay Canada will move it along.

Thanks for the explanation, very informative. I had no idea the US buyers were not using the same system. I feel like Canada is often the poor cousin.

The weekly sessions are still useful in my opinion. At least it is a place for issues to be posted and make eBay.ca Canada management aware of them. So do get fixed. I know that some things I have posted there in the weekly session or reported directly to Kalvin have been fixed. Some have been specific issues that bugged me, some are more general. Others have had issues fixed.
eBay.ca management cannot know of all the little issues with their system which is why I reported a lot of the ones I find. Only a seller or a buyer who use the eBay system can be aware of them.
Better a "bone" than nothing, lol. Especially if it does help sometimes.
I am going off topic so I will end this post.

I printed a label for expedited parcel today with no problem but I used the paypal/com/ship now site since it was for a personal parcel going to mydaughter. I guess that site is an alternative, but I don't think you get as much of a discount there, just your Venture One discount.

I test PayPal shipping using the shipnow link and always got the posted discounts for PayPal shipping, not Venture One discounts, when compared to the regular rates on the Canada Post website Find A Rate page.
You can check what discount you got by going to the Canada Post website Find A Rate page and using it to see the full rate. If you were shipping to a Canada address, compare to Personal rate, Regular Parcel rates.

You're right poco, I did get the PayPal shipping discount. It just didn't seem as much as I was expecting it to be but I don't ship very often using expedited parcel. Most of my items ship by lettermail or light packet.

I CAN'T BELIEVE IT STARTED AGAIN ;-(
We are not able to generate your label at this time. Your PayPal account was not charged. Please try again later.

Finally got it printed (Light Packet) - with something new: big letters (O/S - G/F STREAM / FLOT DE COURRIER).
I found it in CP glossary: O/S - See Oversize. [article surdimensionné (Surd.)]

They are definitely working on something new! After I printed the LP label, I got a NOTIFICATION FROM CANADA POST (Ship Notification for Item / Avis d’expédition pour l’article).
