Paypal is raising international fees again so be prepared if you sell internationally. I am not sure if we get a break from the US or not and I have sent them an email.

Received an email from Paypal from a script reader which told me nothing so emailed back in regards to Canada

That appears to be a USA only change.

I am trying to find out how long before Canada gets the same fees for international as the US is going to. We lost part of our break last year and wondering if we will lose the rest this year?
I also have a US Paypal account as well as a Canadian account.
Every Paypal or Ebay increase is a double whammy every time postage goes up as well!

Paypal emailed me back that there is nothing confirmed at this time for Canada, so as far as Canada goes, we are OK until further notice.

I've been thinking of opening a US Paypal acct for a little while. Can you outline what's needed to fool PP into allowing a foreigner to open a US Paypal acct? Does one need a US Social Security number?

You need a US address, a US bank account and then have to fill in a W-8BEN form.
That's what I did but it has been a number of years ago that I opened it
