I agree on the 'poor job' of explaining the 'service' to sellers.
It is my understanding that used jerseys would not be dutiable, because they are used no matter where they were made.
If the seller does not know that the place of manufacture should be given, then the GSP assumes that it is non-NAFTA, apparently. Which is probably a reasonable expectation with the amount of consumer goods imported from overseas.
And that comes back to the poorly educated seller, and eBay's ignored responsibility to encourage these sellers to take the few extra steps to help their customers.
I've only once bought an item that was shipped by the GSP, and that only because even with the import fees, it was cheaper than any other on offer. But I was highly aware of the pitfalls of the programme.
