I have recently sold an brandnew iPod Nano 7th Generation to Russia from Canada. Since it cost $45 for a tracking number, $75 for a tracking number plus sigature to Russia, I shipped without a tracking number to lower the buyer's cost.
A month later, the buyer first questioned why there is no tracking number, then question why he paid $15 but receipt from Canada post shows only $12. (I scanned the receipt for a prove of shipping). Finally claimed he did not receive it and asked a full refund. eBay and Paypal supported the buyer and I was forced to return the money including shipping to the buyer.
Futhermore, the buyer left a negtive feedback on me.
The new iPod has gone, the money has gone and my 100% rating has gone.
My heart is broken and decided quit eBay and Paypal forever, for they standing beside a foreign user with 3 ratings of buying small things rather than a Canadian user with 60 ratings of lots of selling records.

Russia got really slow by end of year, my latest customer before I blocked them contacted me over 3 months after the purchase that item finally arrived. Also Chitchat won't accept any Express for Russia anymore.

If one ships to a "dicey" part of the world, either prepare to pay for shipping with a tracking number or be prepared to refund customers. I have had a few loses on shipments to Russia but they were on lower priced items - I refunded, placed the customer on my BBL, and moved on. If I get a high value order from a "dicey" country I tell the customer that shipping will include an expensive shipping method that includes tracking and if possible delivery confirmation. If the customer cancels the order I may mutter a bit but all in all I will waste less time.
Sometimes a sale just is not worth the hassle involved.

The seller is responsible to get the item to the buyer.
If you offer lower priced shipping option without proof of delivery, then you the seller accepts the risk the item can be lost. Do not off such options if you do accept the risk of Item Not Received claims. You the seller can purchase insurance for the package from a third party insurer assuming they cover that country and that type of item. You the seller also can choose to not ship to countries that are potentially higher risk for Item Not Received claims.
The seller is in control of what they sell, where they sell and how they ship the item. The buyer makes choices based on your options.
From a buyer's view, they paid for the item and should expect to receive what they paid for. How would you feel if items did not arrive after paying? If the seller said to you, "Tough luck, the mail lost the item, not my fault!", you would make an Item Not Received claim and neg the seller for not refunding if no compensation was made.
Some buyers may be dishonest and cheat you. But that is a risk you took in offering to ship without any proof of delivery.

Im seeing an increase to eastern Europe lately, recent sales to Russia, Lithuania, Croatia, Romania. Some multi quantity. Never sent tracked or insured, no problems so far.

um.... no it's not. As a buyer, they can choose the cheapest, then complain about the lack of tracking, lack of insurance, leave neg FB, and even file a claim that they didn't receive it.
You can not take whatever responsibility you want, but ebay and paypal will make you live up to their terms.
You can't make up whatever rules you want, or, rather, you can, but any rules you make are always superseded by ebay and paypal.

Even if the buyer chooses the lowest shipping without tracking number, PayPal will still stand behind them and force the Seller to refund the Full Payment!
