Apparently China Post subsides internationally shipping so the sellers shipping costs are inexpensive. A note of warning...as a general rule, you get what you pay for. A gold filled ring earrings for under $1 is extremely unlikely to have any gold in it. The cost of gold, silver and gems is the same all over the world. China labour costs may be cheaper but the cost for those type of materials is similar to what we pay.
If you are unhappy with the product that you receive, you can file a claim however the seller can require that you send back the product before you get a refund. To mail a small item to China with delivery confirmation is $50+

Internal subsidies are common in all countries, as long as it is internal. This is the kind of thing that gets governments like Ukraine in trouble. They buy natural gas from Russia and them re-sell to their citizens for less, with the central government covering the difference.
The Chinese subsidizing postage costs is a small potatoes issue, right now.
