I sell from Canada and I just had a client from the US ask me why I can't ship to the US. I clearly do so I went and checked my listing. There was no shipping policy to speak of. So there clearly wasn't an international policy. Shipping policies are screwed. I'm done with ebay.

Policy?
All you need is a price.
Whether you choose Flat Rate or Calculated is up to you , or to the size of your shipment.
When you make up your Sell Your ItemForm (andthe new Terrible Horrible No Good VeryBad form is Terrible Horrible No Good and VeryBad ) go to-> Shipping
Go to-> International Shipping
Go to->Add Additional Shipping Service and push the button to open (first stupid change)
Go to-> Cost Type (Flat or Calculated)-> drop down (second stupid change)
Go to->International Services-> Add Services (third s.c.)
Go to-> Select Services
Repeat to choose International destinations and watch for the Excluded Locations lower down if you have countries you do not want to ship to.
I think the Shipping section is the worst part of the new Terrible Horrible No Good VeryBad selling form.

BTW - I went to one of your listings- a bunch of games for $360- entered USA and 90210 as my location and got a shipping cost.
So something else is going on with your customer. Did he ask you to text him or offer to pay by Paypal?

Whether you use business policies or use the shipping on the listing form it is up to you to include the locations that you want to ship to. I'm not sure why you are blaming ebay as they don't know where you want to ship.
