Ebay's cart treats each item as the packaged weight and sums them so you'll have to work around that. Flat rate shipping rules or promotional shipping rules are one way of dealing with it, you either set a per additional item cost or cap the maximum amount that will be paid. Another option is to use a calculated shipping rule to deduct a weight amount. Whichever option won't get you exact results, you sort of have to guestimate based on what your average orders look like quantity-wise while looking at the different shipping weight and cost brackets for your carrier.

You can either:
A) Send the buyer an updated invoice after they purchase your items but before they pay. This way you can adjust the package weight and adjust the shipping rate. You can't always count on this option however, as even if you request that they contact you for an invoice prior to paying, many will just pay first anyways.
B) Refund the buyer the difference if they have already paid
C) List your items with a lower shipping weight. You said that 4 links come to less than 200g, which means one set should be less than 50g, correct? Right, you already stated that they are 50g. This option would probably solve 99% of the issues you are having. And lastly,
D) There are combined shipping rules that you can play with in Account Settings > Shipping Preferences > Calculated Shipping Rules. Here you can have the system add up all the weights and subtract an amount, though I'm honestly not sure how effective this would be as I haven't used it myself.
I think the best option for you would be C and list all your items with the correct shipping weight to begin with.

Given that you items are so light you would be better off using Flat Rate instead of Calculated. Shipments that light will have very simlar rates no matter where oit's going to (other than Canada/US which you can set a different Flat Rate.
For something like the links you could probably offer a flat rate for the first one and free for any additional since the actual shipping cost isn't going to change at all.
