Shiptime FedEx: Tax & Duty paid by Shipper OR Consignee?

You'd think I'd have this down pat by now. But alas:

 

When purchasing a shipping label through FedEx, Is the Tax & Duty paid by the Shipper OR Consignee?


All our customers are required to pay their own taxes, duties and brokerage. I don't want to be getting a bill for their brokerage, it is their responsibility. The only reason we're using Shiptime is because the item is over the de minimis and requires insurance as well as signature confirmation.

Unless things have changed, my understanding is that if a buyer receives an item via FedEx International Ground that has duties and brokerage owing on it and they don't pay it, the charge reverts to the seller.

Terrifying, it is absoultely the buyers responsibility.

 

I was just curious which box to check, 'Shipper' or 'Consignee'? My best guess is Consignee but I do not want to get nicked for duty & brokerage for a $2000USD purchase, so do want to double/triple check.

You’d check the “consignee” box if you’re hoping the recipient will pay the duty and brokerage owing. If they’ve purchased items from outside the US valued above the de minimis in the past, these charges shouldn’t come as a surprise.

But do go through the terms and conditions associated with FedEx International Ground to find out how they handle consignee-paid customs charges now. Also investigate FedEx International Economy if you haven’t already done so.

All the different shipping options are confusing. At the point of sale the only difference they typically show is estimated delivery time.

The big difference I see between the two is that Economy is described as a "customs cleared" service while Ground doesn't have that distinction.
