This is what I woke up to this morning:
The e-mail has my full name on it, the tracking number is valid but ............. wha-a-a-a-t?
It was a parcel shipped and delivered to Halifax at the end of May. I paid $14+ for expedited postage.
I checked my PayPal account and they haven't taken any money out. I wouldn't have had enough to cover anyway, so I checked my bank account and they didn't take anything from there.
BUT, seeing as this was a valid e-mail, I clicked on Pay Now, which link took me to a blank web page.
Honestly, I haven't even had my morning coffee. And now I have to start making phone calls.
Has this happened to anyone else?

UPDATE: June 26th
I don't know if anyone but me has had this issue (underpaid postage) but, in case you do, here is the latest:
Today was the first occasion I had to create a label on PayPal since I was advised I owe $3.00. In short -- I couldn't!
I received the same message as previously that I owed postage and was asked to "Review and Pay". When I clicked on that, I was taken to the label creation page but was unable to input any information -- the boxes were greyed out. I was able to print on Snap Ship, but I don't want that to be a long-term alternative, since I would like to use my PayPal funds and not my credit card.
I spoke to a PayPal representative who tried to replicate on his screen what I was seeing but was unable to. He noted the steps I had taken to input the information and said he would pass them along to his technical people. Since this is all new to them as well, he said there could be glitches at their end. In the meantime, he suggested I call Canada Post to see what they had to say. I had intended to do that but didn't know who to call first.
The Canada Post CSR spoke with the Credit Management section and then advised me that any amount owing was to be paid through PayPal, as per the PP/CP agreement. So I guess now, it's just wait and see if the technicians at PayPal can correct this.

I received a notice that I had underpaid .41.
I called the Post Office (Venture One) and the measurements they had were 42 x 42 x 29 cm.
Evidently scanned at those dimensions.
I had entered 43 x 42 x 28 (a centimetre short).
I had a problem with the link in the email not opening but opened it with Chrome instead of Firefox and it worked.
I did not receive a 'confirmation' and thought it had not gone through, but logged in to PayPal and it is showing paid.

This will be like an Ebay dispute, seller pays with absolutely no proof of money owing.
Another cash grab for someone at the seller's expense.
$3.00 or 41¢ may not be a lot but with the number of parcels going through the system, it could add up to mega bucks with nothing to substantiate it.

Surely you have all read the other thread where dozens, if not hundreds of users chimed in to share the message they got telling them they had overpaid postage and a credit has been posted to their account, haven't you?

All measured by post office computer -- just takes the package getting squashed a bit to bulge out and change size.
But this is a puzzle since both those measurements give the SAME volumetric size.
Unless you entered 42 x 42 x 28 (just under 1kg volumetric for a 5000 divisor)

I keep notes on the measurements and I had written down 43 x 42 x 28, so I suspect that is what I entered. CP told me I had entered the different amounts which perplexed me until I figured out that is what they scanned, not what I entered. When I checked the new dimensions at CP 'find a rate' - voila .41 different.
True comment about being squished!
Funny thing is now I am so paranoid I measure top and bottom and both sides. Sometimes they have different measurements (box isn't exactly square) so I make sure I add a cm to the largest number...

Now that I have had to switch to Shippo, as PayPal was down, I can see what is happening. When Shippo gets a notice from Canada Post that there is money owing because of underpaid postage, they put the dimensions measured by Canada Post into the entry on my account. I can now see that those dimensions are different (slightly larger) than the ones I entered on the label. So the next time I shipped by Expedited to the U.S., I had the postal clerk measure the parcel and write out the dimensions on a sheet of paper on which she put the postal stamp for location and day. This is proof that the dimensions I provided on the label are correct, and someone in Canada Post is messing up. I don't know whether it is intentional or not. I will continue to collect "proof" for a while before contacting Canada Post.

Note: Canada Post's machinery will take in any ‘bulge’ in the package sidewall as well as the corner and apply to their measurements. Please be mindful of any such package deformities and measure to the largest point.

Yes, I always up my measurements by 1cm for each sides as well. Never had issues.
PS. This is a dated thread from 2017 btw. Not quite a zombie yet but...
