If you have a single item for $15.00 or under and it fails to sell in six months, you've racked up around $3.00 in fees. Once the sales charges of various types are calculated, you end up with around $9.60 which could be ok, but more likely wiped out any profit above your cost. On the other side of the equation, there is simply too much competition, especially now from dealers and dealers abroad who have government subsidized shipping. Though things may improved once tariffs are levied against foreign sellers who export to the U.S.

There is something here that the OP is not stating as this "Listing Fee" issue makes no sense at all...

My procurement costs are much lower with the currently overpriced US dollar.
I got a nice stack of sewing patterns for 33c each at a rummage sale. That's 25c USD, and they will sell (slowly) for $10.50 to $12.99 USD.(because: Best Offers) with free shipping to USA and Canada.
Slowly is unimportant, because I have 1000 subscription listings (costing 2cCdn a month) but 10,000 Free Promotional Listings in my category.
And eBay uses the Promotional listings before the subscription listings.
At these costs, I can afford to ship untracked to Canada and eat the rare loss (about one every five years).
As a bonus, not available to everybody, I can use discount postage (available on eBay) to reduce my shipping costs further.
