Unable to post a listing: eBay simply could not care less

My typical user profile on ebay is of a buyer. But occasionally I sell things too. Last time I wanted to post a new listing was back in March. As soon as I wanted to create a listing I woud get the

message. Every time. I contacted eBay and they comnfirmed that there is an issue that affect 'some sellers' that produces this error. They created a ticket. I gave them time as I was not in a rush. 2 months later I tried again. And guess what. I get the exact same error. I contacted eBay again. Same text book response. They are aware and they have been working on it. No ETA for the fix. And they 'understand how imortant this is...'
 
I googled this. This issue affects quite a number of users. There have been workarounds that worked for some. I tried everything. nothing helped.
 
For a company as big and influental as eBay not be able to fix such a critical problem in the span of 2+ months is just beyond disturbingly ridiculous. 
 
They (just like everyone these days) keep saying how they 'understand how important this is for you...'. But fact is they don't really care.
 
And yes I know a thing or two about Software bugs and fixing them. This is an utterly poor (0 star) user experience.

If you haven't sold in over a year you may have to register for managed payments so that eBay can reconfirm your identity and so that you can link your chequing account to get paid.

when you are starting a listing, how are you doing that?  Have you tried clicking on a similar item and clicking on sell now?  Make sure that listing originated on .ca.  It should be in $C.
