Hello,
A buyer bought an item. Shipping is free wether in USA or Canada it's free.
He has is e-bay and Paypal address in USA
I sent him the invoice with the auto USA address.
Buyer would want his item shipped to Canada. He wrote back to me saying that he cannot pay because "item is not shipping free to Canada". I think it's more the fact that when he paid his shipping address was in USA, and after payment he cannot change his address? Moreover if we are to ship to Canada, I need to re-invoice and charge according sale taxes.
I called e-bay and they basically said that buyer has to fox this on his end.
So am I right to think that there is nothing I can do on my end ?

Ooooops. Sorry, I misunderstood that comment to suggest the buyer had paid.
Still, explain the situation about the tax and let him make the decision.
You can invoice through PayPal once he has decided what to do.

Actually I cannot do a refund for I have not been paid yet.
Problem is I cannot send him an invoice to his Canadian Address.

All you have to do is explain that to the buyer.
The items have been paid. The shipping is free either way (Canada or USA). The only remaining problem is the sales tax.
Let the buyer decide what he wants: ship to USA address and avoid paying the tax or ship to Canada and pay the tax.
Since the purchases have been paid for, you do not need nor want to re-invoice. If the buyer chooses to have the goods sent to his Canadian address, you can easily send an additional PayPal invoice for the tax.

He has NOT paid for his items yet.
He is unable to pay because for some reason, Paypal does not let him pay to a Canadian Address. Unless I am able to re-invoice to a Canadian adress he is unable to pay.
I could not care less about taxes on a few dollars, I can obsorb them no problem.
Prtoblem is he cannot pay unlessi provide a invoice with a Canadian ship to .

But an invoice not linked to the item ? Will I still have seller protection in that case ?

There are several ways to go about it, depending where the buyer decide to have the goods shipped
1) shipped to the USA - easy: buyer pay eBay invoice you ship to USA
2) shipped to Canada - two options:
a) let the buyer pay the original invoice to the USA and send an additional invoice through PayPal for tax. Make manual label showing the Canadian address
b) re-invoice through PayPal showing the Canadian shipping address. You will be protected IF the Canadian address is included in his PayPal profile.
Since I always prefer KISS, the first option (a) appeals to me the most.

Apparently, Paypal will not let you pay with a US account and ship outside the USA but Paypal in Canada will let you do both. I found this out as I have a US Paypal account and a Canadian Paypal account..

Hi, you made an interesting statement that you had both a US paypal account and a Canadian Paypal Account. How did you set that up. I have been unable to do that even though I have a US bank account in the US.

Did send invoice through Paypal (with taxes) and buyer paid immediately.
So all is good.

If your buyer has a US PayPal account they can only add a Canadian shipping address by adding it to their eBay profile first. It will then appear as an option when they go through checkout.
The same is true for a Canadian PayPal account (or any country actually) you can only add addresses in PayPal that are within your own country. Foreign addresses must be added to eBay first and then picked in checkout.

I have a US address, a US bank account with a debit card attached to it, and a US Ebay account. Paypal in the US does require a special form to be filled out as well.

My Canadian address is attached to my US Ebay account and it will not let me ship to it using my US Paypal account. I have to pay from my Canadian Paypal account
