The eBay discussion board archives are littered with posts from sellers who have found that their payouts, which were working just fine in the past, have just stopped. I think some of them have received a similar email, while some of them haven't. Yours is the first screenshot, at any rate.
Many of these posts are from sellers using Tangerine chequing accounts for their payouts, but I think a few have been Simplii account users, as well. It turns out that the terms of use for those accounts state that these chequing accounts can't be used for business purposes, and eBay sales are considered business transactions. If and when the banks discover that these accounts are receiving deposits from eBay, they seem to be freezing out eBay or shutting down the account.
Another problem seems to be with users using accounts from financial institutions that have restructured or been taken over. PC Financial is no longer working with CIBC and its bank accounts are no longer tradtional bank accounts. As such, PC Financial accounts don't work with eBay's Managed Payments system. Another similar issue that's popped up is with HSBC Canada users who have migrated to the RBC system. It appears that there might be transit number issues there.
Finally, a problem that's been noted a few times on these boards is Canadian eBay sellers wishing US dollar payouts who are being bamboozled into opening checking accounts with their banks' US subsidiaries, rather than a US dollar chequing account that's administered by a Canadian financial institution. Seeing as you seem to be listing on the .ca site in Canadian dollars, that likely isn't your issue, though.
I don't know if any of this will have been of help (obviously), but I would go over the terms and conditions or FAQs associated with the type of chequing account you're using for your managed payments payouts and see if there's anything there that might restrict their use for deposits from anyone other than an employer.
