A buyer only paid after opening a case. I may want to leave a at least a neutral feedback for the buyer.. But a seller can't !!!!
If a particular buyer is a chronic i-wont-pay-until-i-get-harrassed-by-ebay, then we sellers have the right to exclude such buyers..

You can put the buyers on your blocked list and you can also block buyers who have had more than 2 unpaid item strikes in the last year. That prevents those buyers from bidding or buying your items. That's more useful in my opinion than giving them a negative feedback.
There are times when there is a good reason for a buyer not to pay -- for example when a seller changes their terms of sale after the item has ended. It would be impossible to know when a negative for non payment was justified. When sellers could leave negatives, some would wrongly use the threat of a negative to prevent the buyer from leaving one.

If your buyer leave negative or neutral feedback you can leave a Response.

If you get nasty in feedback or response, your future customers will judge you at least as much as your slow payer.

Seller feedback is a valuable tool for retailers. Many retailers ask for your name , address, or phone number (kind of a feedback file)... The main reason they do that is to keep track of people who abuse return policies.. Like those who use a product and bring it back saying it didnt work. (i bought an open box camera like that).. Retaliation is abuse of the system... i agree.. but those who abuse good practices should be logged for future sellers. i sold an item once.. the person refused to pay.. and refused to send the item back.. I think a$$holes like that should be identified.

If you are a seller leaving "negative" comments in positive feedback for buyers, you should be aware that this is against eBay policy. Just because other sellers do it doesn't make it allowable, it just means no one has yet reported them or eBay hasn't yet noticed it.
This is not the way to establish a good reputation on eBay as a seller either. Buyers will see that FB and judge you by it. Use the available unpaid item claim procedures or, if you run into a buyer who is obviously repeating behaviour that is not allowed by eBay, report the buyer.
