All ebay sellers need a list of all NON PAYING BIDDERS or BUYERS. Also a list of these buyers who do not respond to sellers emails and Ebay emails. Why is the seller the only one who gets negative feedback from these hard unreasonable to deal people and there is nothing you can do to satisfy them? Thanks

A few problems with the suggestion.
1) How would the list work? By user ID or real name? If using "real name" what is one to do with multiple "John Smith" for example? Would all worldwide "John Smith" be banned because of one bad apple? Or would one also require a full mailing address. Now that is "Big Brother" all over. Users are entitled to privacy. If using User ID, it is meaningless as they can be changed anytime.
2) eBay has hundreds of millions of users, Overall, your list would be in the millions of names if one goes back a few years.
3) Who would decide what a non-paying bidder is? A seller who grossly overcharged on shipping when the buyer balked at paying for the transaction?
4) How would one quantify what a non-paying bidder is? Seven days after the sale? Thirty days after the sale?

Why? Why would sellers need to contact a buyer after payment has been made? Who knows what the problem may be with the email address? with the email provider?
A small hammer works much better with finishing nails than a sledge hammer.
eBay already provides sellers with the ability to minimize non-paying buyers. Use those tools if non-paying buyers are a problem for you. Over sixteen years selling on eBay, like all sellers I had my share of non-payers. So what? It is not that important a problem if you take steps to minimize the issue..

There is one.
To use it all you have to do is enable the Block Bidders with Unpaid Item Strikes option in your Seller Preferences.
Whether you sell by Auction or by Fixed Price, a Bidder who fits your Block criteria cannot bid on your items.
Easy.

I think I see your problem.
You spend more time on lecturing your customers about shipping than you do in describing the items.

Ebay charges the Seller a per centage on all shipping charges the buyers pay the sellers. Its just more profit for Ebay & Paypal and less for the seller. Thanks for your understanding.

I feel your pain but must echo the sentiments expressed above. I write the longest listings on earth and realize full well that a buyer's eyes glaze over at line three. Set your buyer requirements/restrictions to the sternest possible and hope for the best. I too went through a rash of non-paying bidders/buyers a few months ago that had me tearing at my hair with frustration. It was shortly after the hack when ebay was trying to lure buyers who'd been absent for awhile and they all came along with stars in their eyes and no intention to pay. Hang in there, stay cool. This too shall pass.
