This is a first for me. My withdrawal/transfer of paypal funds on Saturday to my back account failed and was 'refunded' today with no explanation whatsoever on either line in the Account Activity. I kinda need that money in my actual bank account since I can't pay for groceries with paypal funds. Has this ever happened to anyone else? I'm trying again today.

this has happened to me as well-
I transfer money to my bank daily from paypal- the money I transfered on Friday,Saturday,and Sunday
has just been refunded from the bank back to paypal
and I have another paypal account- transfered money to another bank on saturday- and it has just been refunded back
????

Yes, the same thing happen to me today... I withdrew 400.00 USD on the weekend and it was transferred back into my PayPal account today.
I phoned PayPal and apparently there is a technical issue with PayPal at the moment and their working to fix it.
My account was added to the list of problematic accounts, I suggest you phone PayPal and have your account added as well.
They are in the process of fixing the problem but it sure doesn't help all those eBay Sellers that need to transfer money into their bank accounts for various bills and other basic living expenses.

The answer: "Known issue, should be alright to do another withdrawal now, your account was added to the list of accounts that had problems with it.'

That could be the basis of the problem.
Once a user initiates a withdrawal at PayPal, the funds are kept "on hold" for about twenty-four hours. They cannot be used.
However, if a user makes a payment, PayPal could conceivably used that money (technically still in the account) instead of using a credit card.
In the meantime you may want to confirm that purchases made this weekend were in fact paid from a "new balance".
I suggest you call PayPal for a definitive answer.

I didn't use the same balance twice. It's eliminated from the account once the withdrawal was initiated. Then more came from sales made, and those funds were used to fund my new purchases. Not the prior balance. There was no need to double-dip.

Not one I've run into for paypal (but the a-river has managed to do it)
Sounds like you might have won the paypal bank transfer failure lottery draw -- google has some hits for 2014, 2015, 2016, 2017 winners ...
One possibility: Check to see if PayPal had placed any of your eBay payments on hold.

That was my thought as well. I looked for signs of trouble with recent transactions but see none. It may be result of some kind of technical glitch since the paypal website itself has been wholly unresponsive for me a few times today. I'll keep investigating, thanks.

For the record, this is what paypal help says....
Most of the time, withdrawals fail because the information you entered when you linked your bank account doesn’t match the information your bank has about you.
For example, the name on your PayPal account must match the name on your bank account. If your name is James Patrick Smith, but you used “J P Smith” when you opened your bank account, you would need to use “J P” as your first name when you link the bank account. This is important because we use the name on your PayPal account when we send a transfer request to your bank.
You can help prevent failed withdrawals by making sure your bank information is correct. An easy way to do this is to remove your bank account and link it again.
If it has been more than 14 working days since you requested your withdrawal, we can help you track it .
To cover the costs of returned bank withdrawals, we charge a fee for returned transfers. To learn more about return fees, click Legal at the bottom of any PayPal page, then click User Agreement for PayPal Services.

Of note is that nothing has changed with my banking data since the last time I made a withdrawal from my paypal balance to my bank account. Nor has anything changed with my paypal account information. I've attempted another withdrawal so we will see if that fares any better than the first. I don't want to have to call paypal, I already have to call ebay Customer Service 'Feedback Specialists' tonight since a buyer left for me some flaming bad feedback that he messaged me immediately afterwards to say that he meant to leave for someone else. Setting that problem to right takes priority and there are only so many calls to Customer Service agents in a day that my blood pressure can handle.

I was finally able to log in again and checked all my incoming funds to confirm these had been no problem with those.
It would seem this is a systemic error with paypal.
I'm on hold for ebay -- fifteen minutes when they promised me and eight-minute wait -- but I have a rep now. On hold again. If they give me grief about this, I swear that I am going to pop. The buyer has said he left it for me by mistake and promised on his own to call and to fix it, and I sent him a Feedback Revision request to facilitate that, but he evaporated shortly after that. I don't want that neutral sitting on my account until he logs in again in two weeks. On hold again. The comment left for me is so terrible that it's almost funny but I still don't want it there. Okay, they've promised it will be removed but just for giggles, this is what it said. Buyer ID obscured, of course.
But that CSR call wasn't so bad, maybe I'll call paypal while I'm sitting here and ask what they have to say about this problem of mine.

Now on hold with paypal. Waiting for an agent. Am i the only one who wants to slam my head on my desk whenever I am forced to speak words to a robot? The robot can never understand what I am saying, it's like a comedy sketch, I'm hollering by the end of it.
Agent says I need a different agent, Agent 2 says he needs to place me on hold. Everyone seems confused.

While there is some relief in seeing that I am not alone in this, it's also alarming to see it is as big a problem as all that.
I'm still on hold.
I don't work at a large conglomerate (obviously) but if I was working at the Call Centre for one, I'd have to think that at the top of every CSR screen there'd be a list of Known Issues so that the reps would't have to waste their time hunting them down. Like, if this has happened to a thousand other Canadians over the weekend, shouldn't they KNOW that already? I'm on hold for 15 minutes now while the agents look for answers for me. I could probably enlighten them at this point, not the other way around.

I also filed a complaint about the robot and jumping through some robotic hoops before PayPal will connect me to a live human being, so I suggest you do the same also.

I'll do that. I SWEAR it was a thousand times simpler when all I had to do was hit 1 for this and 2 for that. The robots don't help at all.

And automatically telling me my PayPal balance always; like, hello, I'm not some dumb bunny who's never used PayPal before. Does PayPal seriously have people calling so often to find out their account balance that they have to state this upfront? The User has to log into their PayPal account and look at the balance to get the number to call Customer Service. It's just a time-waster. Followed by Robot Woman to whom I want to reprogram with a screwdriver.
