can you give me tips how to remove inappropriate feedback

Specifically, which part of that statement is wrong?

Had the buyer sent payment for the purchase based on the "make an Offer" price?

Buyers cannot leave feedback unless a transaction took place. 

What happened here?

At worst, it may be a learning experience.

At best, you can call ebay to have it removed but that is a request that's only entertained under very specific conditions and/or circumstances.

There have been more cases that buyers that do not pay have been able to leave feedback. It may have to do with cancelled transactions or not filing a UID.

Yes. I'm operating under the impression that if an Unpaid Item case closes without payment, the buyer loses the ability to leave feedback, as is appropriate. If the seller instead Cancels, the buyer can say what they like. It may have been a tactical error on the part of the seller in dealing with a non-paying buyer.
