Canada Post does have a Small Business Solutions card. You can get one at the PO or online at the website. It offers discounts on many services.
Once you have that card, you can register for Shippo which also offers discounts, some of them larger than Canada Post offers.

"...or something for parts."
Unless you own a riveting gun and special, specific tools, diecast cars cannot be disassembled at home for repair. And anyone skilled enough to repair them likely has a collection of tens of thousands of diecast cars already from which to choose. They won't come to ebay for that. It's not like, say, selling a popular but no-longer-in-production vacuum cleaner where there might be a market for parts or even third-party manufacturers that do this.
You'd have more luck selling used socks than a diecast car for parts.

How are you planning to package and mail that VHS tape that sold?

Yes, ship without the payment but try to find the most expensive method of doing so. Look for an option on the 'Find a Rate' page on Canada Post website that requires signature confirmation, or something similar. And make your payment there. Good luck. They may accept cheques, I forget.
Just kidding.
Don't ever ship anything prior to receiving payment. I suspect that you know this already and are actually here for some other reason. But do what you like, if you won't follow any suggestions previously made.
Good luck, and you're bound to learn something soon!
