Sold Aa golf shirt to a customer in Israel about a month ago and shipped by small packet air with no tracking. Item hasnt arrived and the customer wants a full refund... Fair enough. Is there a way I can do this without getting a defect?

No. You could try using address issue but not sure it will fly

There was an announcement last year that stated inr claims to certain countries would not count as defects. Israel is one of those countries.

However, the rule doesn't seem to put into to the defect system as I had a Mexican buyer file a claim and I did get a defect. But when I phoned and gave them the information, they took the defect off. They weren't familiar with the rule so you will probably have to ask them to look at the announcement.
If the buyer didn't file a claim and the message title isn't 'Item not received' (or something like that) you should be able to cancel the sale on ebay and it will automatically refund the buyer. Since the item has already been sent, there is often no defect given in that situation. I can't remember which choices they give you for the cancellation but you would want to use the buyer requested one.
