You're in Sri Lanka, I believe, but you've somehow wound up posting your request for help to a eBay Canada public discussion board

Did the message that you received from eBay indicate how you're supposed to contact eBay?

There have been dozens of Sri Lankan sellers posting to the dotCOM Boards for a couple of months.

I'm of the opinion that there is some sort of scam targeting amibitious entrepreneurial SriLankans , but no one from there has been willing to explain what is happening.

However.

It is known that the government of Sri Lanka has banned the use of Paypal for accepting (overseas?) payments.

Some sellers seem to have set up offshore PP accounts in Singapore or the Philippines to get around this.

Learning this may be the reason the new sellers are being restricted.

Sri Lanka does not seem to have the same problem with Payoneer.

There have been suggestions that eBay sellers in Sri Lanka should try making a new account using Payoneer as their payment processor.
