"Not Eligible To Promote" has appeared on all of my listings /what does this mean?

I'm not sure.  Does you dashboard say that you are below standard?

If they are auctions they will show as "Not Eligible to Promote", most of my listings are auction and they have this too, while the Buy it Now items show a Promotions Rate. It's just the auctions are treated differently I'm assuming since the promotions rate would be unknown until the auction ends (depending how high bidding went).

Auctions are not eligible for the promotion.
