An item has been relisted multiple without being sold,can i offer be made at a slightly lower price ,would it considered not proper etiquette.

It might annoy the seller, but a sale is a sale.

If the item has been up for auction several times (at least three), there is nothing rude about offering to buy it.

The seller is also allowed to say no. Or more politely "no thank you".
