I didn't know I was only allowed to make 3 offers on an item.

 I made 3 offers on an item, one right after the other and the seller declined all 3.  It now states that I have reached the maximum times I can make an offer.  I did not know that this rule existed.  Is there away that I can make a new offer.

You can make up to 3 Best Offers for most items. Expired offers, declined offers, and retracted offers all count towards the limit of 3 Best Offers.
