The terms and conditions for buyers say no.
Having said that, the Global Shipping Program had similar terms, but other pages contradicted that in the case of Canada. I'd probably either go by the book for this purchase, or see if it's possible to wait a while until some of the kinks are worked out of the program as it sounds like a pretty rough ride at the moment.
