The IRS is strictly for US or perhaps people working physically in the US.  EBay won't be issuing information about all  Canadian sales to the CRA unless something changes in the future.

If you are a dual citizen, idk, maybe it would be different?

 

(Also if your sales go above the amount you have to declare to the gov. and / or should be charging taxes, its worth the time and effort to register for your tax number and declare - there are a lot of perks (writing-off mileage, expenses, etc. goes a LONG way; and any tax you might have to pay pays for your ie healthcare / teeth etc. so its a win-win).
