A seller offers combined shipping but it does not show up on the invoice, what do I do?

The seller advertised $5.49 for the first item & $1.49 but it hasn't turned up that way on the invoice.  I've sent the seller multiple messages regarding the issue but have seen no change or received a response.  What can or do I do?
