I get you'd like to control SALES on your auction site, but since when is answering a question from a buyer ( confirmed ) questionable
that I might be TRYING to sell them something OFF SITE ( no commission etc ) This individual is in the process of paying for an item won on YOUR SITE, so guess what - YOU ALREADY GOT COMMISSION ETC, so what is it you're really attempting to keep from happening?
I'd like to inform before you go off half ( normal for your site ) cocked, NO PHONE NUMBERS WHERE BEING EXCHANGED, NO EMAIL ADDRESSES WHERE BEING EXCHANGED , and NO PRODUCT was being attempted to sell or exchange.
SO WHAT THE _____ IS THIS SITE 'S PROBLEM
If ( EBAY ) is losing that much business ( commissions etc ) to their customers selling off their site, MAYBE you'd do well to look into what would GET solid sellers to LIST MORE, instead of trying to CONTROL EVERYTHING at the etc,etc,etc,
AH TO ___ WITH IT , I know I'm a slave , CORPORATE HELL bought YA'S OUT so why WASTE me time. Live with what the SLAVE MASTERS allow.

I just went through the same thing, although I was able to be calmer about it due to my distinct lack of testosterone.
My buyer bought items one priced in USD one in CDN, and I wanted to tell him I would send him a combined invoice directly through PP, with the eBay transaction numbers on it to tie the invoice into the billing.
And I got that rather snippy Notice.
Interestingly, eBay puts the buyer's email right on the Sold page, so sending a PP invoice is quite easy.

I can understand what the OP is upset about, and he has a point (although made rather violently). I too had a very similar experience when trying to sort out some shipping questions with a buyer who had already purchased a few items.
In my case, after having carefully composed my message on eBay Messages, I hit the send button and -- lo and behold -- the whole message got scrapped by eBay, and I was left with a blank screen and a paternalistic pop-up rapping my knuckles which must have been triggered by my having used the word (get this!) email in my message to the buyer. Not any actual email address, but the word itself. The sentence was something along the lines of "Please email me if you have any further questions....".
Well, you know what I did? I said the heck with this, grabbed my Paypal transaction record and sent my message to the buyer directly from my personal Yahoo account.
Now I ask you, what did eBay gain from that? Had I actually been inclined to enter into an off-eBay transaction, having my initial message to the buyer dumped by eBay would have probably angered me enough to do exactly that, through my own email system (if I weren't the rational person I try to be).
You know, eBay has become so paranoid about protecting itself from outside sales that it's making inside sales difficult. You can't send a normal message to a buyer anymore without worrying which word will set off the eBay bots. You certainly have to be very careful if you send a message to a previous buyer, inviting them to contact you if they are interested in having you list something else for them. In the real-world, this is called follow-up marketing - virtually impossible to do in any direct way through eBay.
This was not the first time this has happened to me either. The trouble is, on this occasion I forgot to copy my message before hitting the "send" button, in case the whole thing got taken down. Next time I probably won't bother to use the eBay message system at all.

A balance between HST/ GST and eBay's FVF
(1) refund $1.00 to an Ontario buyer.
Save 13 cents on HST, and eBay takes 9 cents as FVF
The saving is 4 cents
(2) Refund $1.00 to an Alberta buyer
Save 5 cents on GST, and eBay takes 9 cents as FVF
The loss is 4 cents
The net effect overall..
A 4 cents saving with an Ontario buyer equals a 4 cents loss with an Alberta buyer.
The net effect is that Revenue Canada loses... while eBay gains... always.....

All refunds on Paypal are noted as discounts on eBay's sales reports.... yet there is no refund of FVF on a refund made through Paypal..... unless the total payment is refunded
Yet... one gets the impression that buyers have a difficulty making multiple purchases and not paying the total for shipping as if each purchased item was being shipped in separate parcel... There has to be something wrong here.....

I disagree, venting is necessary, otherwise you get built-up and you may end up releasing it all in wrong moment on wrong item/person. Usually your loved ones because they are with you the most and those are people who deserve it the least. Use ebay forum full of strangers to vent, spare the family.
Back to topic, ebay is not sales lead site but sales site. I also hate they try to control every aspect of transaction and that will be eventually be death of them when they will try to repack and remove all marketing materials, which they are "probably" already dong in GSP forwarding center.
In the meantime, use letterhead. Does not need to be anything fancy, but you are required to give receipt with total and GST acct # for sales over $4 (search revenue canada website for more details), so put name of your company, website, email addy, staple business card onto it, add a flyer or brochure, etc. He buys something small and wholesale order will follow.

I think many sellers are already doing this. Printed paper promotion via snail mail is at least the one thing eBay has no control over (yet).

Surprisingly not that many sellers on Ebay I buy from even add proper invoice. I get fliers from $1 China trinkets, but not often from semi-large US sellers.
