Since the program was initiated this has been the case. Only in the last two weeks have I had packages that were shipped this way opened and inspected by inspectors at the Pitney Bowes ware house. The first was a rather large box with a horse harness. It seemed fine. Then next was a expensive guitar strap which was packaged obviously quite well by the seller but once it was reopened for inspection it wasn't repackaged well at all. The seller had wrapped the strap in a thick layer of bubble wrap and plenty of tape. The inspector ripped open both ends completely exposing most of the strap and back into the vanilla envelope it went and reshipped to me. Some one could very well blame a seller for this situation if they didn't know better and leave negative feedback. Just another reason to avoid the Global Shipping Program whether you are a buyer or a seller.
